Spreading across eastern Hokkaido, Kushiro Shitsugen is Japan's largest wetland. In 1980 it became the first Japanese site registered under the Ramsar Convention (with a registered area of about 7,863 hectares), and in 1987 it was designated Kushiro Shitsugen National Park. It is internationally renowned as habitat for the red-crowned crane, a special natural monument. The vast marsh, blanketed with reeds and sedges, is a precious natural environment that preserves a primordial landscape to this day.

Wildlife and Plants

Besides the red-crowned crane, many wild animals inhabit the area, including Ezo deer, red foxes, white-tailed eagles, and the ito (one of Japan's largest freshwater fish). Around 200 bird species are said to have been recorded. Reeds and sedges spread far and wide, and in early summer the flowers of day lilies and cotton grass color the wetland.

Access and Essentials

• Hosooka Observatory: Reachable on foot from JR Kushiro Shitsugen Station. The seasonal sightseeing train, the Kushiro Wetland Norokko, also stops at this station
• Kushiro City Wetland Observatory: Located on the western side, accessible from central Kushiro
• By car: It is convenient to drive to each observatory from Kushiro Airport or central Kushiro. Each observatory offers a different view of the wetland
• Admission: The walking paths and boardwalks around the observatories can generally be explored freely (some facilities may charge an entry fee)

Practical Travel Notes

• Cranes are best in winter: If cranes are your goal, the overwintering period of roughly December to March is recommended. Feeding grounds in Tsurui Village and the area around Otowa Bridge are known observation spots. Early mornings are bitterly cold but offer striking scenes, such as cranes standing amid river mist.
• Binoculars add to the fun: Birds and wildlife are often at a distance, so binoculars or a telephoto lens make observation far more rewarding.
• Boardwalks and canoeing are best in early summer: Around June to July, when reeds and sedges turn green and marsh plants bloom, is the ideal season for strolling the Onnenai Boardwalk or trying a canoe experience. Canoeing is commonly done on a guided tour.
• Sightseeing by train: Riding the Kushiro Wetland Norokko sightseeing train lets you enjoy the wetland scenery at a leisurely pace from the window. Since it runs only in certain seasons, check the timetable and operating days in advance.

One Piece of Advice

With few obstructions, wind sweeps across the wetland, so mornings and evenings can be chilly even in summer. Bringing a layer you can slip on is reassuring. In winter, temperatures drop below freezing, so proper cold-weather gear is essential. Because the view differs greatly by observatory, if time allows, visiting both the eastern Hosooka Observatory and the western Kushiro City Wetland Observatory lets you sense the wetland's vast expanse more fully.

Practical Information for Your Visit

• Kushiro City Marsh Observatory: 6-11 Hokuto, Kushiro City. Open all year round, 8:30-18:00 from April to September and 9:00-17:00 from October to March. Closed December 31 to January 3. Admission is 480 yen for adults, 250 yen for high school students and 120 yen for elementary and junior high school pupils (an annual pass costs 860 yen for adults). Parking available; about 30 minutes by car from Kushiro Station, or 1 minute on foot from the "Shitsugen Tenbodai" stop on the Akan Bus Tsurui and Hororo lines
• Onnenai Visitor Center: Onnenai, Tsurui Village, Akan District. Admission free, open all year round, 9:00-17:00 from April to October and 9:00-16:00 from November to March. Closed on Tuesdays and over the New Year period (December 29 to January 3). It has a barrier-free boardwalk and also lends wheelchairs free of charge. About 40 minutes by car from Kushiro Station
• Hosooka Observatory: On the eastern side of the marsh, with views of the great meanders of the Kushiro River, the sweep of the wetland, and Mount Oakan and Mount Meakan. It is also known as a fine spot for sunsets
• Kushiro Shitsugen Norokko Train: Runs between Kushiro Station and Toro Station. In 2026 it will operate on a total of 141 days between April 25 and October 4, and as all seats are reserved, advance booking is required. The current second-generation carriages will make their final runs in 2026
• Brown bear precautions: The area around the marsh is brown bear habitat and also serves as a movement corridor for them. Check sighting information in advance using resources such as the "Higuma Map", walk in a group while making noise, and avoid being out around dusk and dawn. Some facilities lend bear bells
• Construction information: Work has been under way on the walking trail at the Kottaro Marsh Observatory since July 3, 2026
