In the deep mountains of Kaiyo town in southern Tokushima stand Todoroki Shrine and Todoroki Falls. This is an unusual shrine that enshrines the waterfall itself, said to be the largest cascade in Shikoku, as its sacred object. Locals have long called it Todoroki-san or Kareidaki-san. The nickname is said to come from a legend that fishermen once saw flatfish swimming in the basin, far from the sea. It remains a quiet place of prayer, not overly touristed.
