Tomamu Resort: Sea of Clouds Terrace and Hoshino Resorts' Immersive Snow Experience

Hoshino Resorts Tomamu, in Shimukappu Village, Yufutsu District, Hokkaido, is a large and popular resort that draws travellers from across Japan for its summer Unkai Terrace (Sea of Clouds Terrace) and its full-scale winter ski resort. The best known of its attractions is the Unkai Terrace, a viewing spot from which, with luck, you can look down from the mountaintop over a sea of clouds spreading out below. Many people come in the early morning in search of that dreamlike scene. It is a leading example of a stay-and-play resort where Hokkaido's magnificent nature can be enjoyed through all four seasons.

How the Unkai Terrace Came About

The Unkai Terrace at Tomamu was created after resort staff saw the beauty of the sea of clouds from the summit in the early morning. Wanting to share with as many people as possible a spectacle that until then had rarely been seen, they built a viewing space that can be reached easily by gondola. Because a sea of clouds is a natural phenomenon that appears only when temperature, humidity, wind and other conditions come together, there is no guarantee of seeing one — which makes the emotion of encountering it all the greater. It is a once-in-a-lifetime view produced by nature's own whims.

A Variety of Viewpoints, and the Resort in Winter

The Unkai Terrace is equipped with ingeniously designed viewing spots that let you enjoy the clouds from many different angles. Decks that jut out into the air and viewpoints that give the sensation of floating above the clouds are dotted around, creating photogenic settings where you can take in the sea of clouds together with Hokkaido's mountain ranges and the rising sun. In winter the whole area becomes a full-scale ski field, and many skiers and snowboarders gather in search of high-quality powder snow. Facilities that add colour to a stay are plentiful too, including an indoor water park and the Ice Village, a town built out of ice. The Ice Village operates in winter only: for the 2026 season it is scheduled to run from December 20, 2026 to March 10, 2027, open 17:00-22:00 (last entry 21:30), with admission of 600 yen (age 7 and over, tax included).

In Winter It Transforms into the "Muhyo Terrace"

The summit where the Unkai Terrace stands operates in winter as the Muhyo Terrace (rime ice terrace). Muhyo refers to the phenomenon in which water vapour or fog in the air freezes onto trees and other surfaces in sub-zero conditions; the better-known juhyo (frost-covered "snow monster" trees) is one type of muhyo. According to the official website, the average rate of rime occurrence in the 2025-26 season was 63%. By month it was 72% in December, 58% in January, 48% in February and 42% in March — a better chance of a successful sighting than the roughly 40% probability quoted for the sea of clouds, and one of winter's particular attractions. The operating period runs from December 1, 2026 to April 5, 2027. Hours differ in detail by period: from December 1 to 25 and from April 1 to 5 the last ascent is 15:00 (last descent 15:30), while from December 26 to January 19 and from February 11 to March 31 the last ascent is 15:30 (last descent 16:00).

From January 20 to February 10, the coldest time of the year, uphill gondola operation begins earlier at 7:45, and "SHIBARE TIME" is held at the same time — experiences that turn the extreme cold to advantage, such as evaporating hot water into the air and freezing towels solid (between 7:45 and 9:00 the gondola cannot be boarded for the purpose of skiing). Round-trip gondola fares are 2,500 yen for adults (age 12 and over), 1,600 yen for ages 7-11 and 500 yen for pets; anyone holding a lift pass rides free. Note that even within the operating period there are days when rime does not form, and days when operation is cancelled because of weather conditions.

The Scale of the Powder Snow

Tomamu Ski Resort lies within the "Hokkaido Powder Belt," which stretches roughly 200 kilometres from north to south through the centre of Hokkaido. In addition to the low humidity typical of an inland climate, temperatures fall to around minus 20 to minus 30 degrees Celsius for long stretches of the season, so high-quality powder snow can be enjoyed over a long period. Shimukappu Village is even called "the coldest village," and has recorded minus 35 degrees in the past.

The slopes run from a summit at 1,171 metres to a base at 586 metres, a vertical difference of 585 metres. There are 29 courses, served by five lifts and one gondola. The total skiable distance is 21,500 metres, the longest single run is 4,200 metres (Silver Bell to Beginners Choice), the maximum gradient is 35 degrees (No Gravity), and the total slope area is 123 hectares. On top of a course variety that suits everyone from beginners to advanced skiers, there are many activities for those who do not ski, so families and groups can each spend their time in their own way.

Best Season and Access

The Unkai Terrace usually operates from mid-May to mid-October; in 2026 it runs from May 13 to October 13. It opens in the early morning only: 5:00-7:00 from May 13 to 31, 4:30-8:00 from June 1 to August 31, and 5:00-8:00 from September 1 to October 13. According to the official website, the probability of a sea of clouds forming during the season is about 40%, so it cannot be seen every day. Winter centres on skiing and snow activities. Because the sea of clouds is most often seen in the early morning, staying inside the resort and heading up the next morning is recommended. For access, the free shuttle bus from JR Tomamu Station on the Sekisho Line is convenient: about 5 minutes to Tomamu The Tower and about 10 minutes to Risonare Tomamu. If no bus is stopped in front of the station, call one using the dedicated telephone on Platform 2 of Tomamu Station. Buses also run from the New Chitose Airport direction. The summit is cold, so it is reassuring to bring a jacket even in summer.

Practical Information

Both the Unkai Terrace and the Ice Village may be used by overnight guests and day visitors alike. Periods and content may change depending on the weather, so always check the operating status for the day through official channels such as the "Tomamu Concierge."

Tips

Cloud sea appearances aren't guaranteed — build in extra days. Staying overnight makes early morning gondola rides easy and spontaneous.
